The Founders
Altin Hallaci
Civil Engineer turned construction entrepreneur. Five years managing London's most demanding projects — from 39-storey towers to £160m warehouse schemes — before founding Alstruct in October 2023.
Altin arrived in London in June 2018 with a Civil Engineering degree, military service behind him, and the drive to build something of his own. Originally from northern Albania and raised in Greece, his career progressed rapidly — from Assistant Site Engineer at Coinford Ltd (promoted within three months) through to Senior Engineer and Project Manager roles at MPB Structures and MGB Structures.
Along the way he managed a 39-storey tower project, a £160m warehouse scheme for TSL/Rockland, and the delivery of Saint Edward's for Berkeley Homes Group — gaining commercial, contractual and technical depth that is rare in the residential sector.
Starting with a single extension in Highgate, Alstruct has grown to approximately £1.7 million annual turnover within two years, running five to six simultaneous projects across London with a team of twenty. Altin's ambition extends beyond contracting — Alstruct is the foundation for a future as a property developer.

Dino Hallaci
The operational backbone of Alstruct. Years of hands-on construction experience across Greece and London — managing every active site, trade, and subcontractor.
Dino brings a rare combination of trade knowledge, site management expertise, and practical problem-solving that only comes from years on the tools. With extensive residential construction experience built across projects in Greece, he understands every stage of a build from foundations to final fix.
When Dino relocated to London, he and Altin saw an opportunity to combine their complementary strengths: Altin's engineering background and commercial acumen with Dino's deep understanding of the build process, trades coordination, and day-to-day site operations.
Dino managed Alstruct's very first project — a residential extension in Highgate — while Altin was completing his final role in corporate construction. He built the operational systems, subcontractor relationships, and quality standards that now underpin every Alstruct project.

Angelos Hallaci
Computer Science student at Staffordshire University in London bringing a digital-first perspective to Alstruct — modernising systems and workflows across the business.
Angelos represents the next generation at Alstruct. Dino's son and Altin's nephew, he is currently studying Computer Science at Staffordshire University in London while working part-time with the company.
In a traditionally hands-on industry, Angelos brings fresh thinking to how technology can improve daily operations — from digital project tracking and cloud-based document management to streamlining internal communication. As Alstruct scales, his role in driving the company's digital transformation continues to grow.
Angelos is proof that Alstruct is a genuine family business with the next generation already embedded in its growth.

Elda Topalli
Finance professional with a Master's in Finance & Accounting — overseeing invoicing, procurement, budgets and financial reporting.
Elda is a dedicated and detail-oriented finance professional whose Master's degree in Finance and Accounting underpins her expertise in managing complex financial processes across the business.
She is responsible for all company invoicing, ensuring accuracy and efficiency in every financial transaction. Elda also oversees the procurement of materials — carefully tracking orders, maintaining organised records, and supporting operational continuity across multiple live projects.
Her role extends to monitoring project budgets and preparing financial reports that give the leadership team clear, reliable insights for decision-making. Known for her positive energy and commitment, Elda's strongest attribute is her exceptional attention to detail, which ensures precision and reliability across everything she touches.

Kelvis

Kelvis brings a strong academic foundation and cross-sector experience to Alstruct, holding a Master's degree in Finance and a Master's degree in Business Development. His career spans luxury property management, corporate training, and strategic business growth.
At Alstruct, Kelvis focuses on identifying new opportunities, building relationships with prospective clients, and developing strategies that support sustainable, long-term growth. He has successfully managed high-value property portfolios, delivered structured training programmes, and contributed to the optimisation of business operations across multiple organisations.

Thiego Ribeiro
Civil Engineering graduate with an MSc in Construction Project Management — delivering precise quantity take-offs, BOQs and cost plans from first principles.
Thiego supports cost planning across Alstruct's residential projects, including house extensions, loft conversions, and full refurbishments. He specialises in translating complex drawings and specifications into structured cost data that clients and the project team can rely on.
His work centres on accurate quantity take-offs, robust bills of quantities, and building up costs from first principles. Every figure is thoroughly checked — giving clients clear cost certainty before a project begins. Thiego also engages directly with suppliers and subcontractors to evaluate quotations, contributing to cost analysis, benchmarking, and the preparation of well-structured tender submission packs.
With a background in Civil Engineering and strong exposure to Quantity Surveying, Thiego brings a structured and analytical approach that strengthens Alstruct's estimating capability as the company grows.
